East- Azerbaijan cultural and the provinces film association hold the fourth  international rahmat short film festival.

 Objectives of the festival:

1. Introducing different dimensions of the holy prophet's character through pictures.

2. Recognition of the capabilities of the Islamic world in the production of valuable religious films.

3. An artistic point of view towards the subjects and matters of the Islamic world.

4. Using other nation's artist's experiences and exchange of technical experiences in short film production.

5. Bridging a connection between movie makers across the world.

6. Introducing prominent works and making a hot-bed for suitable models in short film making.

7. An attempt to explore and bloom new aptitude.

Sections:

The festival constitutes two sections, namely international and national, including documentaries, animations, music-clips and narrative fictional movies.

1. National section:

The film produced from the second half of 1386 onwards.

2. International section:

The films produced since 2006 and there is no limit to send several films in different sections.

Festivals subjects and themes:

1. Manifestation of the holy prophet's ethics in the contemporary era.

2. The function of spirituality and religious beliefs in the improvement of human beings and relations.

3. The function of the holy prophet in the unity among Muslims.

The prizes of the National section:

1.  The best documentary: the symbol of the festival + the diploma of honor + 15 million rials.

2.  The best story: the symbol of the festival + the diploma of honor + 15 million rials.

3. The best educational animation: the symbol of the festival + the diploma of honor + 15 million rials.

4. The best clip: the symbol of the festival + the diploma of honor + 12 million rials.

5. The best director: the symbol of the festival + the diploma of honor + 10 million rials.

6. The best editing: the symbol of the festival + the diploma of honor + 10 million rials.

7.  The best music: the symbol of the festival + the diploma of honor + 10 million rials.

8. The best research: the symbol of the festival + the diploma of honor + 10 million rials.

9.  The best scenario: the symbol of the festival + the diploma of honor + 10 million rials.

10. The best cinematographer: the symbol of the festival + the diploma of honor + 10 million rials.

11. The best actor: the symbol of the festival + the diploma of honor + 10 million rials.

12. The best actress: the symbol of the festival + the diploma of honor + 10 million rials.

 The prizes of the foreign part:

1.  The best narrative movie: the symbol of the festival + the diploma of honor + 1500 Euro

2.  The best documentary: the symbol of the festival + the diploma of honor + 1500 Euro

3.  The best educational animation: the symbol of the festival + the diploma of 1500 Euro

4.  The best clip: the symbol of the festival + the diploma of honor + 1000 Euro

 Public Rules:

1. To take part in the festival, the movies must be in DVD format and be recorded with the Pal system. (The other formats will be ignored.)

2. There’s no limitation in the number of the movies that are being sent.

3.  Narrative movies must not last more than 30 minutes, while the documentaries must be maximum 40 minutes. Educational animations shouldn’t be more than 15 minutes and the clips have been decided to be maximum 8 minutes.

4.  Not more than a single movie must be recorded on a video cassette or a DVD.

5.  The name of the movie, the movie maker’s name as well as how long the movie takes have to be written on the DVD.

6.  After the movie is submitted to the secretariat of the festival and is accepted, it’s not possible to take it out of the festival.

7. The secretariat of the festival is allowed to use some scenes of the movie to make commercials.

8.   If the accepted movie has more than one director, just one will be called for as a representative.

10. Movies lacking broadcasting standards such as sound and picture won’t be permitted to take part in the competition.

11. The movies whose identities are not complete will be ignored.

12. A photo of the movie maker behind which is filled with his/her identities and a picture of the behind the scenes should be sent along with the application form.

13. The copy of the movies won’t be returned.

14. The one who signs the application form will be responsible for any law-related issues.

15. The secretariat won’t be responsible for any harm which is due to the inappropriate way of sending movies.

16. The organizer of the festival will be responsible for the final decision about any point which is not mentions in the current list or about any part which is not clear enough.

17. The applicants can take part either in the national or international part.

18.  The board of the selectors can decide to send the movies to the national part in case they can’t enter the international part.

19.  The board of selectors can send the movie to the subsidiary part if it can’t enter the competition. However, the movie maker will be informed in advance.

Schedule:

The deadline for sending movies: 9th Apr, 2010.

Announcement of the accepted movies: 20th Jun, 2010.

The date of the festival: 16 to 20 th of Jul, 2010.
